| Permit Extension Signed. WQMP Vetoed. |
Thanks to all of your phone calls, on Monday, January 18, 2010, former-Governor Jon Corzine signed the Permit Extension Act Renewal as P.L. 2009, c.336. As signed by the Governor, this law would extend the majority of municipal, county, and regional approvals to December 31, 2012. (The existing act is set to expire on July 1, 2010.) The change of date is the only change made to the Permit Extension Act of 2008. Text of the “Permit Extension Act Renewal” is available at:

Unfortunately, the former-Governor did not sign the Wastewater Planning Extension Bill (A4345 Green/Scalera/Sarlo/Oroho) before leaving office. However, based on the wide margins by which the bill passed the Legislature, the NJBA is optimistic that there will be resolution on this issue in the future once newly-elected Governor Christie completes his evaluation of the State’s regulations. | Governor Signs Economic Stimulus Act |
On July 27, 2009 Governor Jon Corzine signed the Economic Stimulus Act of 2009 (P.L.2009, c. 90). As signed by the Governor, the law includes several provisions to encourage residential development in urban areas.

| Governor Signs Age 55+ Legislation |
On July 2, 2009 Governor Jon Corzine enacted S2577 (Sarlo/Vitale/Greenwald/Malone). The law takes effect immediately and would allow for the conversion of certain age-restricted housing developments pending approval by a municipal planning or zoning board. | Licensed Site Remediation Professionals (LSRP) Bill Signed |
On May 7th, Governor Corzine signed the long-awaited LSRP bill, which is the culmination of more than two years of discussions between the NJDEP, State Legislature and various stakeholders. An Executive Order was also issued in conjunction with the enactment. The bill was passed in late February with overwhelming support of both legislative houses. NJBA’s Environmental Counsel, Andy Robins (Giordano, Halleran & Ciesla, P.C.), has been instrumental in representing the interests of the Association in this process.

On September 6, 2008, Governor Corzine signed the Permit Extension Act of 2008 into law as P.L. 2008, c.78.

Affordable Housing Reform Bill Becomes Law |
On July 17th, Governor Corzine enacted A500 (Roberts/Watson Coleman) as P.L. 2008, c.46. The legislation makes a series of affordable housing reforms such as mandating density bonuses, establishing a State Housing Commission, requiring the regular issuance of affordable housing data, and imposing a 2.5% non-residential development fee. Legislation enacted in August (P.L. 2006, c.85) makes property owners responsible for assuring tax withholding by all contractors and subcontractors who perform work on their properties.
